According to the June issue of The Milbank Quarterly, a meta-analysis of 10 studies published since 1990 finds that liability insurance premiums tend to be lower in states that have medical liability caps, and that more physicians tend to practice in areas that have caps. Researchers found no evidence that liability caps have an effect on consumer health insurance costs, although one expert states that such caps indirectly help patients by allowing physicians to focus more on better treatment and less on practicing defensive medicine.
